WHAT IS A FRONT FOOT BENEFIT?

When the development of SEVEN OAKS, MAGOTHY MEADOWS, CANTER FARMS, COURTS OF FOUR SEASONS, and ODENTON TOWN CENTER began, one of the first things that had to be done was install the infrastructure of water and sewer pipes, so every home would have water and sewer service. In the past, Anne Arundel County would lay all of the pipes in a new development and charge the individual homeowner for cost of installation through a Water and Sewer Facilities Charge, which was apportioned over 30 years. Anne Arundel County no longer develops the land therefore the developer must install the infrastructure along the streets, and the builder connects from that infrastructure to each individual home. The developer recovers the costs of installing the water and sewer facilities from each homeowner over a thirty-year period through a Front Foot Benefit Assessment.

How do I pay Annually?

The water/sewer bill paid quarterly to Anne Arundel County is for usage going in and out of the home and has no connection to the Front Foot Benefit Assessment.

A potential buyer should be advised of the annual front foot benefit when entering into a sales agreement for a property and receive a copy of the Supplemental Declaration of Covenants Providing for Water and Sewer Facilities Charges for the communities at closing. The Supplemental Declaration explains the charges and entitles the developer to collect the fees annually.

Although the developer of SEVEN OAKS, MAGOTHY MEADOWS, CANTER FARMS, COURTS OF FOUR SEASONS, and ODENTON TOWN CENTER was Halle Development, Odenton Management, Inc. collects the Front Foot Benefit Assessment on their behalf, per an assignment filed with Anne Arundel County. Invoices are sent annually in June and payment is due by August 15th each year for the following amounts:

Condominiums: $200.00 Annually
Duplexes: $300.00 Annually
Townhouses: $300.00 Annually
Quadriplexes: $300.00 Annually
Single-Family: $400.00 Annually

The annual assessments are fixed for thirty (30) years not subject to change and transfer to the new Owner when a property is sold. Furthermore, the assessment is in addition to your monthly assessment levied by the Homeowner’s Association. The homeowner is responsible for ensuring that payment is received within forty-five (45) days of the due date. If after 45 days payment is not received, the account will be charged a $30.00 late fee and may be subject to collection action by Odenton Management’s attorney. Properties and homeowners with unpaid assessments are subject to liens, lawsuits and judgments.
